Portuguese meat rissoles

Ingredients for pasta:
wheat flour, parsley, corn starch, oil and water.
Ingredients for the filling:
ground beef, onion, tomato, wheat flour, milk, margarine, bay leaf, parsley, salt, pepper and nutmeg.
Ingredients for dusting:
wheat flour, milk, eggs and breadcrumbs.

Finally, just fry in hot oil.
